If you have his address etc., you certainly can take him to court.  Send him a letter before action and give him, say, five days to refund you.  If nothing, start court proceedings.
Thanks! Do I take him to small claims court? Should I hire a lawyer or file the claim myself? What evidence should I attach to my claim? I am thinking the following:
    1. Copy of the quote he sent me.
    2. Copy of all the texts we have exchanged.
    3. Copy of the letter which I will send him before I file the claim
Yeah, small claims.  You can apply online.  No need for a lawyer or anything.

Just start building a case now - get some photos of what he's done, what he's not done, get the quote printed off, save any emails/texts/bank statements etc.  If it comes to it, you'll just need to show the judge you paid, he agreed to do the work and he hasn't done it.

And enjoy it!  I've done small claims once and it was a fun rollercoaster!  And so satisfying when you win.

Is there a template I could use as a starting point for my claim?
Do I claim back only the original amount from the quote or do I add the court fees?
You need to send a Letter Before Action first before you consider Court action.

I had someone doing some work for me and he told me about that scam: turn up for 1st day, get paid, don't go back.

I would try social media first. A polite but firm message saying that you're sorry he hasnt been any to return any of your calls, but as you have already paid him £X, could he please come round and complete the work or refund.

If that doesnt produce a result, go with the letter before action.
Should've = Should HAVE (not 'of')
Would've = Would HAVE (not 'of')

No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)
