Just start building a case now - get some photos of what he's done, what he's not done, get the quote printed off, save any emails/texts/bank statements etc. If it comes to it, you'll just need to show the judge you paid, he agreed to do the work and he hasn't done it.

I would try social media first. A polite but firm message saying that you're sorry he hasnt been any to return any of your calls, but as you have already paid him £X, could he please come round and complete the work or refund.
If that doesnt produce a result, go with the letter before action.Should've = Should HAVE (not 'of')
