Schengan Visa - From UK to France

My Husband is a South African with indinfinite leave to remain in the UK. We have had a  holiday booked in France for the last year. He needs a Schengan visa to get into france but the consulate are not accept short stay tourist visa applications at them moment due to coronavirus restrictions (in normal circumstances you can only apply within 3 months of travel date). We thought they might have been open today but currently remain closed with no news on when they might open. The balance of our payment for the holiday is due on Tuesday, do I pay the balance and keep my fingers crossed they open for tourist aplicants ? or cancel, if I pay the balance and he can't get a visa in time will I get my money back ? I have emailed the embassy and they just say to keep an eye on the website and that they can't give me a time scale . I hope someone can help

Hi Backto5,  You are asking the impossible on this site.  Nobody knows.  You have to be guided by the Consulate.  If they say they are not issuing at present time then you will just have to wait until they are.   Nobody can tell you whether to take the gamble to pay or not.  The only certain thing is if you pay your balance and your husband cannot travel because he doesn't have the correct documents then you will not be eligible for a refund.   The criteria for any travel is you have the correct documents.  Would be same if someone in UK booked a holiday to France and didn't renew their passport in time.  Would not be grounds for a refund.
