Is an oath still required?

Can anyone provide some clarification please?
Where a personal probate application Form PA1A (i.e. no Will) is being submitted by post rather than online, are the applicants still required to swear an oath?
Or has this requirement now been replaced by the 'Legal Statement' that the applicants sign as part of the form PA1A?

You only need to sign the declaration on page 17.1

I believe the 'Statement of Truth' that applied previously was just for online applications. But the latest statement is for postal applications too?
And presumably it doesn't matter if the applicants are resident overseas?
Finally (sorry!), is the date of death relevant or just the date the application is received?
