Threatened with CCJ

Hi, first of all im in Northern Ireland, I received a pcn in a carpark and I ignored it as I thought it was not enforceable in Northern Ireland, now ive just received a letter from QDR solicitors on behalf of ZZPS ltd acting on behalf of Civil Enforcement Ltd to collect the debt of £172, if I dont not pay they look to obtain a CCJ against me.
Do I need to respond to this or is this scare tactics, is this enforceable in Northern Ireland? The incident took place in a Northern Ireland car park.

Did you do any research before reaching that conclusion?  Did you read the newbies?   All your questions are answered therein.

I'd reply and tell them to stop harassing you as the POFA doesn't apply in NI and you are sure that Scott Wilson of Civil Enforcement is hardly in a position to send someone to Northern Ireland to a court hearing, to pursue a keeper who can't be held liable in law.    If he does, they will be met with a £500 counter claim.

Tell QDR that their client being ZZPS is clearly not the creditor because parking firms can't sell debts to third parties.  So, if they or any of Civil Enforcement's agents continue to write, you will collect the letters as evidence of a course of harassment and data abuse under the DPA 2018.  DVLA data is only to be used to 'invite the keeper to say who was driving' in cases where the POFA can't apply.  That excuse for processing the DVLA data has long since expired, the driver will not be identified and the keeper cannot be pursued under any rule of law, so they must cease and desist.

Thanks for the replies, I didnt look through the newbies section but got confused so asked in a thread. Just needed the clarification that's all. Thanks for taking the time to reply. Coupon Mad you have put my mind at ease as the letter was very official and threatening. Madness they are allowed to do this to people it can be extremely stressful if you dont know your rights!

They can, and they do. The main weapon in stopping them is either not to use any private car park that has a private parking firm operating there or to very carefully read the signage in the car park and, if you decide to stay, work within the PPC's 'rules' shown on them (which are heavily weighted in their favour). 

It's not something that has yet ingrained itself in the UK motorist's psyche - manifesting itself in 8.7 million private parking tickets issued in the past year!  Pushing £1billion in penalties - that amount no longer available to spend with the local businesses who employ such sc#mmers!  Economic and social madness!

QDR has already lied to you ..... ZZPS cannot instruct them and QDR cannot seek a CCJ as that is up to the judge. It's all stupid waffle from these low life
