Landlord wants rent yet property not ready

my grand daughter a nurse in Liverpool is due to move home alongside 4 friends. She had been told the new property would be ready start of July (9th)so gave notice and moved out of previous house share, staying with a friend for a couple of days. They had booked vans for the removals, only to be informed today that the house is not ready and won't be until the end of the month. The removals can be rearranged but the landlord is saying he wants them to pay rent from the 9th regardless of them not being able to move in, surely this is not allowed. The property is in a good location and they feel the landlord might have got a better offer and is trying to get them out before they have even moved in. Any help greatly received.

The removals can be rearranged but the landlord is saying he wants them to pay rent from the 9th regardless of them not being able to move in, surely this is not allowed.
He is allowed to want it, he can do all the wanting he likes

Obviously they don't have to give him anything though.

If contracts are signed and rent is paid then surely the lanlord is obliged to provide the property or an alternative?

You don't pay rent on a house you aren't allowed to move in to.
They might be as well to start looking for somewhere else asap, I smell a rat.2 -
* Is there a tenancy agreement, signed by both Landlord and tenant?* what is the start date of the tenancy stated on the signed tenancy agreement?* if yes, each side is legally bound by the contract - the tenant to pay rent and te landlord to provide property* If one side breaches the contract (eg by not providing the property on the start date), then the other side can claim any costs they incur as a direct result (eg hotel bills, restaurant bills through not being able to cook, aborted removal costs etc)* if there is not a signed tenancy agreement, then neither side is contratually bound: the tenant need not pay rent and the LL need not provide the property2

Take lots of photos when you move in.
Report anything wrong with the student house share to the Lettings agents or Landlord as soon as you notice them via text messages and emails.
You can then check that the LA and/or LL has received your messages about problems.
Read the meters, check for an EPC which you can do if you know the address ! Has the property got a GSC and EICR ? PAT testing and HMO licence as 5 tenants
