if I booked my travel for 14-18 July, can I ask travel company to refund me the reduced VAT for 15-18 Jul?

If you are paying on departure, then absolutely you might be able to get a reduction - it will depend whether the business chooses to pass on the reduction or absorb it to increase their magin. I'm guessing there'll be clarification in the next couple of days from HMRC.0
