Covid19 VAT refund

Hi,
if I booked my travel for 14-18 July, can I ask travel company to refund me the reduced VAT for 15-18 Jul?

Vat is chargeable at the rate applying at date of invoice.

No, because VAT applies at the invoice date and not at the provision of the service.

If you paid in advance, then no as the tax point (where VAT is actually due) is the earliest of the invoice or payment date. 
If you are paying on departure, then absolutely you might be able to get a reduction - it will depend whether the business chooses to pass on the reduction or absorb it to increase their magin. I'm guessing there'll be clarification in the next couple of days from HMRC.
