Trade parking permits

I just want to highlight something that is costing small businesses money and not sure what to do about it.
Councils (in this case Edinburgh City Council but might be similar across the country) suspended on-street pay and display parking charges for a period of 3 months from 22 March to 22 June, so parking was effectively free for this period.
If you are a business and have city centre trade parking permits, in this case you pay £1300 per year per vehicle.
The council are point blank refusing to offer any extension or discount in relation to this 3 month period when the parking permit was not required, or indeed used because the business was shut down. Does anyone have any advice on this?

Have you tried raising your concerns with the elected councillors?
In the meantime, has your business been able to take advantage of any the multitude of financial assistance packages that have been made available by this government to support businesses during this time of National Emergency?
