Do i need to inform the DVLA/car insurer?

I wasnt sure if i should post this in disability or here, 
My car tax and insurance run out on 10th August i have just realised, as i was searching for quotes i noticed the disabilities section, i suffer with anxiety and depression which i take medication for, i have also found out recently that i have two slipped discs in the c5-c6 area of my spine. the doctors say that i may have had it since birth. i get PIP and universal credit as i have not been able to work since last February due to back pain, i am on medication for this too. i have also recently been awarded a blue badge for my depression and anxiety, not my back as they are waiting on doctors to decide what to do next. my PIP is awaiting a decision on regrading the mobility side of things which i have to go to court to decide. i have no date for that yet.   

sorry for all the back history but thought it best to know my situation. what i need to know is, which if not all of these do i need to inform the DVLA and car insurer of, do i need to contact DVLA before i try to reinsure? i also have to tax my car but i am told if i get my PIP regraded for mobility i may be entitled to a percentage off the tax, so is it best to tax by the month/ 6month and claim back if awarded? i am so very confused and i live alone so not sure in what order to do these. i would appreciate any help.  to make matters worse in 2014 i had a condition called psychogenic amnesia, a form of retrograde amnesia, do i need to inform them of this too? i lost 18 years of memory, but the doctors say i am fine now.

    You should ask your GP or Consultant's advice
    No one on here is going to be able to share anything useful
    You cant tax by the month

    It's better to tell too much than too little - if it isn't relevant, they'll ignore it.

    The only trouble with proactively telling DVLA is that even in normal conditions they are ridiculously slow at re-activating the licence.  There are numerous incidences on here where DVLA have removed entitlement to drive when they shouldn't, and taking months and months to reset the licence conditions.  That is in 'normal' times - the old normal...
