EconomyBookings.com Car rental cancellation charges

We booked our car rental via EconomyBookings.com in January 20 specifically because they offered 'no cancellation' charges. We had an email which confirmed this. Having had our flights cancelled, I have gone to the economybookings.com site to cancel and find that they are stipulating a cancellation fee of 75 Euros. I have tried to call and the phone hangs up, I have emailed and we will see whether this bears any fruit (but I doubt it) and I wondered whether anyone else has used this site recently and had any feedback on how their refund process has gone?
Also, if I dont get anywhere with them, Is there a complaints ombudsman that will cover a car rental aggregator rather than the actual car hire company (in this case Budget)?
