Paypal ebay sale

I know alot of people get scammed buying things on Ebay but I have just come across another new scam to add to the list. I sold a desk on Ebay which was collection only and they paid by Paypal before collection... all good I thought. About a month later Paypal advised that they would be taking back the payment along with a £15 fee as the buyers bank has said that the purchase was fraudulent! I have contacted both Ebay and Paypal and Ebay wont even entertain saying anything bad about the Buyer and Paypal Disputes centre have said that its not them but the buyers bank that are declaring it fraudulent and charging me the seller the £15 on top of the money for the item that they took back. I have sent proof of sale and details that the item was picked up but I am still the loser in this. I would recommend that if you sell anything on ebay you use cash on collection as much as possible. I am still furious with Paypal for just deducting the amount from my account. I am trying to get them to give me the money back and argue with the buyers bank rather than me having to pay otherwise what do we use them for? They say that this is not how it works.

That is a very common scam, unusual now as it is well publicised. PayPal requires for you to have a tracking number. This is a REALLY common scam. If they insist on paying PayPal, then you need to insist on tracked postage.
I have only ever got round this by stating that it is cash on collection on the auction, but if they would like to pay with PayPal, then they could contact me before bidding and I would look into courier options which would put postage at about £60... I have sold quite a few collection items and only once had to refund a PayPal payment.Should've = Should HAVE (not 'of')

It is in the T&Cs you agreed to.“Tracking or delivery confirmation is not required on PayPal unless seller wants seller protection, a seller is not under obligation to pay extra for tracking.
