Building Insurance Responsibilities

I live in a block of flats (Scotland) where some of the flats are privately owned and some are owned by the local council. If there are works required in the building (e.g. Dry Rot) who needs to pay towards repair

What do either your deeds or Tenement Management Scheme say about responsibility? Is this to common areas or individual units? Assuming you don't have one of the very rare leasehold properties.

Cant find any trace of the deeds (was my Fathers), it was bought from the local council. He owned and it affects my property and the one below0

If it's work to common parts of the building then generally speaking you can expect each flat to pay an equal share of the costs. If it's just the floor/ceiling between two flats then it might just be split between those flats. Land Register if you want a copy of your deeds (http://www.ros.gov.uk).
Is insurance relevant here? Dry rot wouldn't normally be treated under an insured risk.0
