Does my partners income effect whether I would be eligible for a credit card or loan, he earns alot more than I do, so would creditors assume that I wouldn't need my own credit?

No, they won't assume that.
They will only take his income into account if they ask for household income. Most don't.
If you're financially associated, they may also search him, which would only be a problem if he's a financial ne'er do well.0 -

Your thinking is the opposite of theirs... for the few that ask for household incomes they are more likely to offer you credit if the family income is significantly more than your personal income. Given we are not talking about a joint application here however they have no legal route to get to your partners income hence the majority don't bother asking/don't give credit for it.
