Bond fund as alternative to savings?

If the bond situation is as dubious as people seem to think at the moment, does that mean that investment companies who use a fixed % of bonds etc ,like Vanguard 20 , find that they have no way to balance the risk of their 20% equities so they become as unpredictable and risky as your average balanced fund ?
