Rear passenger brake making a scraping sound
It happens when going relatively slow for instance, when approaching a roundabout/junction. The make is Kia Picanto (06) which is front wheel drive. I had a (pretty useless) breakdown service mechanic jack the car up and have a look. The rear wheel wouldn't even spin a single full cycle (when spinning it with my hands) with the handbrake off. That doesn't seem right to me in itself.
The pads and calipers were changed for new parts about 18 months ago, and according to the breakdown guy, they look fine on the wheel that was off, and he felt for the pads which also seemed fine on the other wheels.
The noise came on pretty quickly - within a 20 minute journey. There weren't any other warning sounds over time.
I hope all relevant information has been included but please let me know if I've missed anything. Incidentally, I did some research online but thought I'd ask for advice tailored to my (daughters) car. Thanks.

So why haven't you taken in to a workshop?
You say the breakdown guy was useless , why so?
Then you go on to mention pads and calipers are these applicable to your daughters car on the rear wheels?

Handbrake not releasing properly possibly due to limited recent use. Try repeatedly putting the hand brake on, it might free it although it might need a rear brake service. Check the wheel isn't getting hot when driving, compare it to the other side. If it is, again rear brake service.

It's a "drum-in-hat" handbrake on these, it seems. So there's two separate brakes on the rear - there's the disc for the footbrake, and inside it there's a drum for the handbrake.
Bet one of the handbrake shoe linings has come loose.

I had to suggest he took off the wheel by jacking it up, then he said as he doesn't know what it is, he can't take it to a garage3.
