It's Earlham House Shopping Centre, Norwich.
I've contacted the actual shops there and they said they have nothing to do with the car park. Managed to find a property firm that I thought owned it but when contacted they said they'd sold it on to NPE

Depends on the price of the land. The ticket im appealing was acquired on land that cost alot less than my car. I'm not sure how they got it for that little though.

Surely not. 

Local Councillors will be up in arms, and so should the shops be.  Their little shopping centre will die.

The parking rules at Earlham House have been contentious for years, with traders claiming in 2016 that customers were being driven away:

Do some locals still not know about this scam site?   Even I know about it and I live on the South coast!   Boycott it and tell the shop managers and Councillors why.

Looking at Coupon-mad's first link, this jumped out (my italics):

Seems like Bellgold and NPE love each other a lot.  But put pressure on Bellgold to cancel nonetheless.  Who knows, they may be feeling that it's time for a smidgeon of good publicity.

SAR request has been fulfilled, which shows letters sent in both May and June. I never received the May one, but not sure what I can do about this if it is just my word against theirs?
