I've contacted the actual shops there and they said they have nothing to do with the car park. Managed to find a property firm that I thought owned it but when contacted they said they'd sold it on to NPE0 -

Local Councillors will be up in arms, and so should the shops be. Their little shopping centre will die.

Looking at Coupon-mad's first link, this jumped out (my italics):

Seems like Bellgold and NPE love each other a lot. But put pressure on Bellgold to cancel nonetheless. Who knows, they may be feeling that it's time for a smidgeon of good publicity.2 -
SAR request has been fulfilled, which shows letters sent in both May and June. I never received the May one, but not sure what I can do about this if it is just my word against theirs?
