You have taken readings from both gas and electric meters, and hopefully taken pictures of the readings on the date you moved in?

    Two step process.
First find out who operates the electricity network in your area
    https://www.powercut105.com/FindOperator
Then on the operator's web site look for a place where you can enter your exact address and it will tell you your electricity supplier.
There's a similar process for gas, but when you call the electricity supplier on the first day you move in, ask them if they also supply the gas.

Make sure its you that reads the meters - NEVER, NEVER the agent, caretaker - and do it every month.
Never pay on an estimated bill. Always read and understand your bill

Make a note of the numbers on the meters and make sure they appear on the bills.  Also switch everything off at the meters if they're outside the flat and make sure that everything goes off, you don't want to be paying for a neighbour's usage.
Register with the existing suppliers today otherwise you'll be on an expensive deemed tariff.  If it's Spark, sign up to someone else today because your landlord or agent has ripped you off.
May be better to switch to tariffs with no exit fees until you have an idea of your usage.  If it's all electric it'll be expensive.  If there's an immersion heater 'Boost' switch, leave it switched off.  Separate suppliers are often cheaper.
