PCN for driving on the pavement

Hi, I got pulled over in Staines for overtaking a vehicle by going on the pavement for a few meters. I didn't realise but there was a police car a few cars back. Anyway they asked for my driving license but no other checks were done on the vehicle or me. Only my name and address were noted down on the notepad and i was told i should receive a PCN with 3 points or a awareness course to attend. Are PCN normally given on the spot?
