Local Lockdown and Travelling Abroad

I live in Leicester and have been put back into a local lockdown. I am meant to be flying to Spain on Monday (6th Jul) with Ryanair, but can no longer travel as it isn't essential. I have called Ryanair and they are refusing to refund me for flights even though the situation is out of my control. They said all I can do is change my flights online but have to pay £130 per flight to change them and it is cheaper for me to buy new flights with a different airline!
Should I be allowed a full refund/vouchers from Ryanair as I can't travel due to a local lockdown?

I have posted something similar today regarding local lockdown. My insurance company advised me that they rely on FCO statements but had no idea of what to say to me if I am not allowed to travel due to local restrictions, and that’s within the Uk! I am due to pay for a cottage in Devon for £1000 and asked whether they would reimburse me if I was locked down. They are seeking furthe guidance from AXA, their underwriters. I live in Oldham, so a very real possibility.
