Metro can do multiple signatories even using their app.
Barclays have refused us using their app due to multiple signatories though their online system only needs 1 signatory...

Barclays allows dual signatories for online banking but I'm not sure if it's available through their app. I use it via a browser (and use the app for personal banking).
