If they were going to proceed, they would have spoken to her at the time, its a wind-up.bigpappa said:Yes it was a council worker as the council worker had come to a neighbours to resolve some issue with their bins.

Absolutely! This happens all the time - neighbour was offended by the action and makes up a tale to worry the culprits, passing the blame onto the Council.ElephantBoy57 said:

bigpappa said:A council worker who was sitting in a car took pictures and said she would report her to the Police and Council. The neighbour who told my mother what the council worker had planned to do.It's not clear from this whether the 'council worker' actually spoke to your Mum, whether they only spoke to the neighbour, or whether they spoke to both of them. Which is it?

The council worker spoke to the neighbour who then informed my mother. The council worker did not approach or inform my mother.Davesnave said:bigpappa said:A council worker who was sitting in a car took pictures and said she would report her to the Police and Council. Leaves are technically not litter. I doubt your mother as anything to worry about.0

Which is it?Assuming then that the leaves didn't have your Mum's name on them, the person concerned only has evidence of the leaves leaving the premises, not what happened to them afterwards. Your Mum was obviously about to combine them with the detritus in the road and clear everything up.But it's also odd and unprofessional of the person to discuss this with the neighbour, instead of approaching your Mum directly to get the facts. It's that which will probably ensure this never sees action in any court.
