Boundary disputes

Hello, We purchased our land and converted the barn back in 2007.  At the time the neighbour was building behind us and our deeds stated shared access to the drive.  Due to the building works ongoing we placed a temporary wood fence (post and rail) to protect our cars while works was ongoing.  However, the building behind was sold and the new owners have still not completed the building and we are now in 2020.  It still looks like a dilapidated building site.  The shared drive is now storing all their excess bins and mess which we have requested nicely to keep in their own yard.  Their response is that they own the drive and they can do what they want.  It is unsightly and we want to start utilising our own shared drive again.
1.  Can I remove the fence that was placed up to re gain our access point?
2. Can I place a new hedge border on our area of land up to the fence line where it stands now?
3. As it is shared on my deeds can they be made to store their waste off the shared access?
