I'm asking this, for a teacher friend. In preporation for school, she's asked, is there a way of opening Smart NOTEBOOK files, without Smart NOTEBOOK, or a way of converting them to Powerpoint. I did find links to Smart Notebook Express, but the software is no longer available.

Unless the powerpoint conversion has improved a lot since I used it, it's rubbish. The problem is that much of SMARTnotebook is interactive and that's hard for it to get into powerpoint or PDF, unless it's just simple slides / text and you want to print it.
I think the best way is usually to try and export to CFF which is the 'open' whiteboard format and then open in https://openboard.ch/index.en.html . But, it won't convert well, complicated files will need a lot of re-editing once it looks okay.
