LCD Monitor adjustment

TLDR: I cannot find out how to adjust vertical height.
Hi,
This monitor is an old POS

Model Name: MW22E-BACD
I have it connected via VGA(monitor port) to a DELL laptop (HDMI) port.
The problem has been when maximising a window to "fit the screen" the top, bottom, left and right edges of the window are not displaying inside the boundaries of the screen.
First thing I checked was the screen resolution on the Dell desktop, it said 1990x1080 (recommended) But this was no good could not see any buttons.
So I chose the next one down 1680x1050 and this was better (I could see (top right) the minimise & restore down buttons but not the close button)
I then chose the next one down 1600x900 and this was worse again it was back to similar with the 1990x1080 setting - which I didn't understand why that would be.
So I tried to search what was the native resolution and internet results said 1680x1050
The monitor has a MENU button on the front of the monitor.
In the first MENU it confirmed the resolution was 1680x1050 and I can see horizontal and vertical position controls but this moves the whole picture up/down or across. What I need is a "width and height of image" adjustment.
In the ADVANCED MENU I found
Autoconfig it seems to reconfigure the clock and phase but ultimately doesn't help.

Reset - I don't know what this does apparently nothing happens.
I was pleased to find "clock" adjusted the horizontal width of the image but kept the left hand side fixed, so I had to go back to "Horizontal Position" and align the left hand side to be on the edge of the page (the left hand red line on the clock phase link below) then back to "clock" to bring the right hand side of the image back inside the frame. With this I managed to get the width of the window exactly right for the monitor.
The problem is the height is still way out. All I can do is go to vertical position and lift the position so that the tops of the buttons are only just onscreen. With it like this the bottom of the screen has half of the taskbar showing.
I can live with it like this but pretty poor there is no height adjustment.
I tried PHASE adjustment and it did nothing to the height. I looked up Phase and Clock on the internet and found this page

I also can't get the clock phase grey pattern to appear uniform, it always has a checker pattern but that does not bother me.
Your thoughts?

Try connecting it with DVI, it should negotiate the correct resolution.
