Running A Business From Home With Shared Ownership

Has anyone successfully been able to run a business from home with shared ownership, specifically, Catalyst?
How have they gone about getting the correct permissions and consents?
Housing association: Catalyst Building Developer: Crest Nicholson (Built 2018) Business: Dog Grooming in a self contained shed in the garden with separate access (no loud equipment, no use of chemicals, minimal footfall, not a nuisance to neighbours)
I have got permission from my neighbours, insurance and mortgage provider, & local council. I am struggling to get consent from Catalyst with no real reason
