Hi,
I purchased two flights to France for earlier this month through Hays Travel, due to Covid 19 the flights were cancelled, who is responsible for my refund Hays Travel or the airline they booked us with?

The airline is responsible, but you will have to request the refund through the travel agent as the airline will not deal with you directly. The only exception would be if the agent used your credit card to book the flights and charged you a separate fee to do so. If your CC statement merely shows a payment to Hays, then that is who to request the refund from1
