    Those Titans are really good value and powerful enough to drill into Chert. 
    You may find that it's a sand/cement mortar under the slabs which will be a bit easier than concrete.

    He can hire an electric breaker such as a Kango hammer from a local tool hire company ,similar to a pneumatic breaker but a bit lighter and easy to use even by a novice
