New car ordered in Feb 20 had OTR price of £39500. Dealers and manufacturers closed due to covid 19 and did not get car until 29th May 20,it was originally due in March. There was a price increase on 1st April taking car OTR price to £40 600 . Received V5 from DVLA stating that I am liable to pay the extra road fund tax as the car is over £40 000 OTR i.e. they want £150 + £325 excess. Surely this cannnot be right . comments please

    Yup.  Sounds correct.

On the plus side, presumably its on the new plate, which will help resale values.

1st March is the 20 plate start date ;) so that's no consolation.

On The Road price includes the DVLA costs... so refer back to Dealer to pay the DVLA as they made the mistake when registering it?

You will, of course, be paying the extra fee for another 5 years.

Yep, it's correct. The relevant figure is the list price on the date the car was first registered.
