VGA cameras generally have a resolution of 640 pixels by 480.  By modern standards this is quite out dated and low in resolution.

    A thought.

The camera lens. Has it still got the protective layer on it?

In terms of speed, what does task manage show as running?

Sorry to be the bearer of bad news but that laptop is an absolute dog.
And that is being nice to it.
It is running on an AMD A9 processor , which is basically a mobile phone processor
It has a big hard drive, but it is the old 'spinning rust' type rather than an SSD (and even then it is the lowest speed/spec available at 5400rpm)
It is going to struggle even starting its self up - never mind doing any 'work' on it
The webcam spec on it is absolutely terrible - not surprised you find it 'fuzzy'
IMHO, companies shouldnt be allowed to sell devices like this because they are most certainly not fit for the purpose that a reasonable person would expect when purchasing a 'laptop'
It isnt a laptop, it is a toy.

I feel quite strongly about this as its pretty scammy behaviour to sell such rubbish - but people will keep getting sucked in as the 'case' looks quite nice .
I know its a bit late now - but for anyone else reading , please please stay away from the bottom end market of laptops and especially anything with an A9 or a celeron processor

    /rant

Edit : I just looked at the listing and it does advertise its'self as a "premium experience" which i guarentee it wont be - someone more knowledgable will come along and tell you if you could possibly return it "not as described" or not
