Unable to use return flight to Japan on China Air, due to virus and Taipe being closed.
Originally Opodo said we could get a cash refund for the return portion but now they are only offering vouchers.
Is there any way I can get a cash refund?

I would first check on the airline website to see if they actually issued refunds. In the early days quite a few airlines only offered credit vouchers.
Opodo doesn’t have the best post-sale reputation at the best of times. With CV-19 I think they went into melt down. Their Spanish contact centre closed for sometime. Hopefully contacting them now will be better than a few weeks ago.
One thing I can fairly confidently say, Opodo will not refund you without them first getting the money from China Airlines or Air China (both different airlines and not sure your reference to ‘China Air’).

Mention of Taipei suggests that the carrier is China Airlines.
The question talks about "the return portion" and that this is a flight to Japan, so presumably the outbound part of the ticket was from Japan to the UK and has already been used. This is good news, since EU regulations apply to all departures from the UK for now and so serve to protect you.
Since you had bought a return ticket from Japan then presumably you live there and need to get home, so should contact the airline and ask how they propose to get you back.

At first I was told I could get a cash refund, but now all I can get is refund or a voucher, I would prefer cash.

Opodo have not been so bad, but yes, if I'd paid a little more and gone with a UK agent I'd have help now from a UK call centre. I guess that's worth it when things go wrong.0 -
