Hi
Just some advice please....
In xxxxx this morning and parked on double yellow lines while went into a shop.
On leaving I was crossing road to my car when spotted a warden.  He jumped out of his car when he saw me crossing to get into my car.  We arrived at my car t the same moment in time.
I got into my car and asked as he was using his machine.  He said sorry mate you get 2 minutes and you have been here longer.  Ive already processed it.  No PCN for parking on a single yellow line he said.
He handed me the ticket through the passenger window and the yellow plastic envelope separate (he had no time to put ticket in the envelope).  As I started to drive off he bent down to photo my registration plate.
The ticket says observed 10.29 to 10.33 and as I drove off the time was 10.33.
Any advice as always is much appreciated.........

    Since we specialise in private parking charges here on MSE you would be better taking this over to our friends on peipoo.com who are the police and council motoring experts.
    You will need to sign up on pepipoo using a non-hotmail email address before reading the FAQs and posting both sides of your redacted PCN with your query.

    Your appeal should be accepted because CEOs have to observed for ten minutes to discount the possibility of loading.  4 minutes doesn't cut it.

    hi thanks for this sound advice....have reg on pepipoo and have had some advice from them and looking to get photos from Bolton Council.  CEO said I had 2 minutes and had already been longer than this.  doubt i was in 10 mins as he would have to have arrived the moment I parked up 'to collect the item'.

    He's proved he failed to follow LA policy, by the woefully inadequate 4 min observation time on the PCN!

    Ticket cancelled yesterday.

    I appealed on basis that where I parked was subject to loading / unloading conditions at the time the ticket was given - ie double yellow lines but with notches on kerb plus signage confirming when loading / unloading was permitted. I then produced receipt from shop where I made my purchase to support my appeal as requested by the council.......
