Fence height, is this "adjoining public highway"

Would the fence indicated be considered to be "adjoining a public highway"?

Would be pretty antisocial to put up a 2m fence there.According to the dictionary definition , it does adjoin the highway, since it touches it at a point.Changing the world, one sarcastic comment at a time.1

Opinion only, but side fence's between neighbours property would be ok. 2 metres high.
But fence along pavement. 1 metre high.

The reason I asked is that as stator menetions "adjoining" dictionary definition is
"near, next to, or touching"
As this is "near" the pavement road I wondered if this would be "adjoining" and needed anyone who has come across this in real life.0 -
Similar position a few years ago with a pavement between intended fence and road, Wasn't sure if permission required as road was a cul-de-sac as seems to be the case here. Because of a potentially litigious neighbour I checked with Planning and yes permission was required. I drew up a few rough plans and paid the fee. Planning asked Road Service who raised no objections and permission was granted.0

Technically it is adjacent to the pavement/road but does adjoin the neighbouring property. In some areas there are by-laws that restrict fence heights that adjoins a neighbour's property and/or a public highway. It would be best to run this past your local Planning Officer.0

I would not class that location as "adjoining a public highway" but there are often covenants restricting high fences at the front gardens.0

A high fence like that that is very visible from the road won't look good and some of your windows will also look onto the fence. Wouldn't a lower fence with landscaping look better?0
