Land registry

My father in laws estranged wife recently died.  She did not leave a will but he now has applied for and received letters of administration and seeing as she has no children, he is the sole beneficiary.  He now needs to sell her flat and I have been asked to act as trustee for all dealings with the land registry.  I am wondering, can he sell the property as the executor and therefore not need a trustee.  And why does he need one anyway?  Thanks

    The reason for appointing a second trustee is:
    To enable the beneficial interests in the property to be overreached in favour of the purchaser.
    To satisfy the terms of the form A restriction which will have been entered on the register to protect the beneficiaries.
