PCN sent to old address
The bailiffs are unwilling to give me an extension, however have said that due to covid they are not currently doing any recoveries but would resume as soon as they could (thus potentially giving me a bit more time).
I spoke to Citizens Advice who have just said to write a complaint to TFL which I have done, but TFL are no longer involved as the debt is now owned by the bailiffs (who have added and extra £75 admin fee onto it).
If there is any other advice people have? I am seriously stressed out!

Are you sure aboutt that? It is highly unlikely imo, what evidence of assignment have you seen?Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up,
Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Your only option is to go to PEPIPOO, register using a non-Hotmail email, and post in the COUNCIL forum. Nowhere else will guide you thruogh the process of an OOT WS

Then, assuming you told Motability your new address, it looks like Motability have advised the PPC of your old address. If so, perhaps Motability will help you out of this predicament.alexiwhw said:

Did you inform motability of your change of address so that they could update the keeper details , that is the point with a motability vehicle , that you tell them , nothing to do with you telling the DVLA
Motability lease the vehicle to you , so their details stay on the V5C, as owners , you should have mentioned this crucial detail in your opening post , because you are the lessee

Thank you all, I have spoken to motability and had a look on pepipoo and it seems that motability did not update the v5 as needed. This was due to the delivery of the vehicle being late, so much so that I had changed address by then (and told motability) but the car was recorded as being at my old address and was never changed.
I am filling out a PE3 to get the time to appeal.
