PCN sent to old address

I have been issued a PCN but it was sent to an address that I have not been a resident of in more than 2 years. My details are up to date with the DVLA so I do not understand why it was sent to my old address. As such I did not read it, it was not forwarded, and I was completely unaware of it. This was apparently sent in April 2020, thus the deadline has passed and they have taken out a warrant for the fine. The only reason I am now aware of the situation is because the current residents of the property have forwarded on a letter from the bailiffs saying that I have until the 29th of June 2020 to pay almost £300, I received that letter yesterday the 25th of June. To be clear, I still have not seen the original (or any) letter from Transport For London (who issued it) with the parking charge notice details - however I have since been able to view the evidence online as the bailiffs gave me the PCN ref number.
The bailiffs are unwilling to give me an extension, however have said that due to covid they are not currently doing any recoveries but would resume as soon as they could (thus potentially giving me a bit more time).
I spoke to Citizens Advice who have just said to write a complaint to TFL which I have done, but TFL are no longer involved as the debt is now owned by the bailiffs (who have added and extra £75 admin fee onto it).

If there is any other advice people have? I am seriously stressed out!

Thank you!
Alex

Put in an FOI for all information relating to PCNs issued to you and the former address?

Did you update both your Driving Licence and your vehicle's Registration Document when you moved?

Please check the address of the Registered Keeper on your vehicle's Registration Document - V5c.

as the debt is now owned by the bailiffs

Are you sure aboutt that?  It is highly unlikely imo, what evidence of assignment have you seen?

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up,

Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

It's not a private company, it is Transport for London!

No I only changed my drivers licence as it is a motability car and motability hold the V5 (and are responsible for change the address).

Then, assuming you told Motability your new address, it looks like Motability have advised the PPC of your old address. If so, perhaps Motability will help you out of this predicament.

But as @nosferatu1001 said earlier, Pepipoo forums is the best place for this.

Did you inform motability of your change of address so that they could update the keeper details , that is the point with a motability vehicle , that you tell them , nothing to do with you telling the DVLA

Motability lease the vehicle to you , so their details stay on the V5C, as owners , you should have mentioned this crucial detail in your opening post , because you are the lessee

Pepipoo fightback forums are your best option for advice

  • Thank you all, I have spoken to motability and had a look on pepipoo and it seems that motability did not update the v5 as needed. This was due to the delivery of the vehicle being late, so much so that I had changed address by then (and told motability) but the car was recorded as being at my old address and was never changed.

I am filling out a PE3 to get the time to appeal.

Thank you so much all, there is a light at the end of the tunnel!
