EDF not so smart meter

At the beginning of this year we had SMETS2 meters fitted by EDF. The engineer was unable to complete the task as they wouldn't connect. He didn't leave the in house display with us. Over 6 months on we are still in the same position so we have to do manual readings. All the mobile networks have reasonable signals here.
Do the in house displays work without connecting - there is a reason I'd have liked the display at the current time.
BTW: The suppliers have to install a certain number of smart meters, will mine count towards EDF's target even though it is as much use as a chocolate fireguard?

    If the meters are not connected to the network, the IHD will be worse than useless.  It can't tell you anything that the meters won't, and any cost calculations may be far too low because it won't know the true kWh and standing charge rates.

    Just read the meters and do the sums yourself, remembering to convert the gas volume to kWh.

    Mine hasn't worked since july 2019 , they didn't even leave the in house display with us.
