    Depends on the context,

    T&Cs of YouTube state:
    If you have a YouTube channel, you may be able to upload Content to the Service. You may use your Content to promote your business or artistic enterprise. If you choose to upload Content, you must not submit to the Service any Content that does not comply with this Agreement or the law. For example, the Content you submit must not include third-party intellectual property (such as copyrighted material) unless you have permission from that party or are otherwise legally entitled to do so. You are legally responsible for the Content you submit to the Service. We may use automated systems that analyze your Content to help detect infringement and abuse, such as spam, malware, and illegal content.
    The mention of a specific name probably isn't "good" enough unless you're defaming.  Just mentioning Fred by name (as in "I saw Fred at the park today") is normal vlog activity.  Saying "Fred, who lives at 221B Baker St., London, U.K, " may be more problematic.

    You wouldn't write to Youtube, but you could click on the "3 dots" under the video and then "Report" to report the video, if you want. You'd then select the reason for reporting the video (e.g. It Infringes my rights).

    Youtube would then decide whether to take it down.

    I mean in what context. Obviously you don't need someone's permission to use their name or things like celebrity gossip columns wouldn't exist.

    If they are defaming you, or telling people to go around your house and beat you up etc that's different. But mentioning someone's name in itself isn't wrong. Highly unlikely your name is unique anyway.

    Is your name unique?   I could use your name and post a lot of details about you under the fair use
    terms.  Same way you get reviews on films etc. Fair use to use a clip and say where the story went
    wrong or commenting on the content in some way.
