Travel Republic refunds

I had return flights booked to travel to Orlando on May 3rd With Norwegian via Travel Republic.  These were cancelled due to Covid-19 and I had a text from TR asking me if I wanted a voucher or a refund.  I was to wait until mid may and do nothing then my refund would be processed.  Their website states that the scheduled refund would take place at week commencing 15th June.  So no monies received to date and their website says flight only bookings are not entitled to a refund, is this true?  I have tried to phone them but I just got a message saying they weren’t taking calls.  I contacted them via their website and Facebook but got no response.  I checked Norwegian’s website and it says I should be refunded.  Tried phoning them but was on hold for two hours.  What do I do next?

We are in the same boat with Travel Republic, they sold us flights to Miami with Virgin Atlantic and we are still waiting for any response apart from the generic when we get refunded you will, which tells us nothing. Our flights were 9th May.

I believe Virgin are quoting 120 days for refunds

I thought paid when paid was illegal?  I also think they have a legal obligation to refund within 7 days.  I get the feeling that these travel companies are trading insolvent as they don’t have the money to refund us.  I also don’t see why we have to wait for airlines to refund them, we bought from TR not virgin or norwegian.  Makes my blood boil.
