CIS, tax paid but not eligible for grant

Are their any other soles who, like my son, thought they had submitted their tax return online only to find out too late it hadn't been received? He is now ineligible for any grant and is In debt because he didn't apply for any other help. He believed he had to wait until HMRC contacted him re grant. Then in May he heard he actually had to contact them. That is when he discovered his tax return hadn't gone through. He did it again immediately but was just fined and told he was too late to qualify.

Why did he submit his tax return so late?
How would HMRC know what the tax return said if they did not have it? The HMRC could not possibly contact your son about SEISS without the tax return.
All down to your son's tardiness and I can't see any way that he would now qualify for SEISS. An expensive lesson!0 -
When you submit a tax return to HMRC, you get an acknowledgment that it has been successfully received by HMRC. That should always be kept (print off a copy as well). I am sure there are soles (I assume you mean sole traders) who will find themselves in the same predicament, but there is unfortunately nothing to be done except learn from experience.0

The Government extended the date to 23rd April especially fdor the SEISS grant. If he still didn't mange to do it by that date then he only has himself to blame.He also could have claimed Universal Credit while waiting for the grant (even before he found out he wasn't eligible) He needs to use a benefits calculator to check entitlement to UC. Savings/capital of £16,000 will exclude him from claiming. A claim for UC will end any tax credits he may already be claiming.0

HMRC will not change their minds in these situations as the legislation does not allow them to, the date was even extended by the SEISS legislation to help out those who are perpetually late with tax returns.

All his other tax returns were submitted on time back to 2015. I don't why he was late this year. He remembers doing it, ( in April ) but wonders if maybe be didn't submit and can't actually recall pressing submit. But he was happy he had done it at the time and didn't think to check for confirmation. In May, when he went back to it, it had all gone, every bit of it, whereas normally progress is saved.
He had no idea he could apply for universal credit in the meantime.

I would recommend he runs his circumstances through the benefits calculator below, it will give him an idea of what he is can claim and will point out anything extra if he is not already claim for it. As he works in construction has work already resumed for him as most building sites, construction near where I work and live did not ever seem to close?
