I hope I'll never need to contact them. Usually that would be because something had gone wrong. I wonder how many millions have never rang them up and are perfectly happy?
Only once have I "had" to contact them and that was maybe 4/5 years ago. I noticed that they invited contact via Twitter so I asked my question on there and was very surprised to receive a reply within a few minutes. During the ensuing "conversation", whoever I was chatting to said that their Twitter pages are constantly monitored and responded to as quickly as possible. OK, that's my contribution and, obviously, things might be different now but over more years than I care to think about, I've found no grounds for complaint

I did have a problem last month with an attempted £500 debit card deposit to an Income Bond.
The transaction apparently failed as I got a message along the lines of "transaction failed please try again later".
On checking my bank account I could see the transaction as pending left it till the next day and the money had gone from my bank account but not appeared in my NS&I account. I called them and was told the transaction would be manually refunded and to expect it back in 8 working days. I hadn't received it after 8 days so called again and was told this time that it should have been 10 working days. I waited a few more days until the 13th working day then called and lodged an official complaint. I received the refund the next day and an offer of £40 compensation which I accepted.
It seems that their systems can be a bit inefficient but they are able to deal effectively with complaints.

If you let a poor service reputation put you off you'll have a limited choice for a bank...

Opened up an NS&I direct saver, and as a test withdrew £1 via online. I know the direct saver brochure states withdrawals will be processed into the nominated bank account by the end of the next bank day. Has anyone noticed if there is a time when withdrawals are usually received?

It depends upon how much and when you withdraw

I find they arrive after 2pm, occasionally a little before, occasionally a little after.
