Redundancy and counter notice

I recently handed in my notice of intention to claim redundancy after being laid off for 4 continuous weeks. The company I work for have contacted me and they say they intend to counter notice the claim and guarantee me 13 weeks of consecutive work which as a result of a counter notice they are lawfully obliged to do.
My question is, what happens if they were to break that promise of 13 weeks guaranteed work? Am I then instantly, by default, eligible for redundancy or would I have to take them to a work tribunal? I ask because I genuinely don't have the slightest bit of trust in them giving me 13 weeks of guaranteed work and I'm very dubious about the whole situation.
