If you are that uncomfortable about it why not redact the version you send to P/Eye but tell them you are sending an unredacted version to the NHS Trust, who must review the matter. Then send two emails making sure the right attachment goes to the right recipient.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, I would redact non-essential information. You need something from medical professionals giving the name of the person's condition/illness if there is one, then a brief explanation from a dictionary or medical journal concerning the effects of the illness and side effects of medication.
For example, certain conditions reduce mobility, speed of movement, and agility. Some might affect memory such as forgetting to input a VRM, or realise how much time had passed etcetera.
Whatever is relevant to your case needs to be highlighted.

To go into specifics with the PE Cowboys would defeat the object. They have no right to know nor should they. They should be taken out to pasture or taken out back and shot before being given any more information than absolutely necessary!

You could certainly forward the email you sent to P/Eye, and add some more detail for the NHS Trust in the body of their email and then remove the redacted attachment and add the 'open' one you want the NHS Trust to review. Remind them to read the Wake Smith link because they are currently breaking the law by enforcing with ANPR and taking no account of the needs of people who need more time for the same tariff. Yes, absolutely minimum information to the scammers. Edit accordingly.
The driver has a debilitating physical/neurological/ illness/condition that reduces their mobility/cognitive ability and is therefore covered by the requirements of the EA 2010. A a result of this condition they need longer to walk/move/navigate around the hospital and reasonable adjustments need to be made accordingly.
Supply the name of the medical condition backed up with a written diagnosis to the hospital.
Have you contacted the head of the hospital trust as well as PALS?
As well as contacting your MP about this disgusting discrimination, I suggest you also contact Boris as he said about six months ago that his government was going to put a stop to this sort of thing at hospitals etcetera.
