Help with new build please

Hi just built another pc, one of many over the years and i have an issue i just can't get round. All well until i try to install W10, then i get a random selection of BSOD really within seconds, not even getting past the region setup. So far ive tried, 2 usb sticks, different usb ports, stripped back everything to bench so just cpu/ram/motherboard and m2 drive, still same. Tried Linux, updated BIOS,removed M2 drive and tried a brand new 1TB disk. All just give same result, random BSOD. System is stable in the BIOS. RAM is two sticks of 8gb both or 1 of each give same result so dont think its them

It has to be cpu or board but i can't apply logic to which really, i guess by getting to BIOS the cpu is engaged and running ? my gut feeling is its the board...but would love any help or suggestions. CPU is brand new  retail Ryzen and board was open box MSI from ebuyer.

You checked that the CPU pins were all OK?

You checked that the CPU socket pins on the mobo were all OK?

Are you using onboard or discrete graphics?

The PSU is OK and stable? (There's no real load when in the BIOS, only when you start doing stuff).

Have you tried Ultimate Boot CD - lots of diagnostic tools for free to test memory, cpu, hd, ram etc.

Which CPU and which Motherboard? Ryzen often have incompatibilities. Much more than Intel.

Make sure you're using a relatively recent build of Windows 10 - ie don't stick the original 2015 release on it, it will blue screen.  Grab the latest version from Microsoft first.

If you can't get past the setup this this usually means you need to change the SATA type in the BIOS from RAID to AHCI or the IDE or whatever.

Ive tried another power supply no change.
Its a Ryzen 5 3rd gen 3600 and an msi b450m pro-vdh max, specially chosen for compatibility .
I created a bootable USB from that diagnostic site, memory fully tested but little success on CPU as most programs are either Intel or older x86 stuff and nothing for the motherboard. Not sure about the SATA comment as im using M2 drive.
Anyway its gone to the local repair shop now, i give up, must be either cpu or board and i have neither to swap out. I'll let them conclude something for £25 and then claim the warranty on the part thanks all.

As way of closure as many threads dont.....issue was slow memory, i was actually building this for my son and he bought all the parts, turns out he bought 2400 ddr4 and this slow speed is not supported by the motherboard
