0% credit shift - £3k overdraft £2k PayPal loan

Hiya,
In martins email he talks about transferring debt to 0% credit card can I do this with my bank overdraft? It only mentions other credit cards, if not my over draft can I use it to pay off my paypal credit? I don’t want to apply for one if they can’t pay off either of these. Thanks any suggestions would be appreciated
