Does UK Foreign & Commonwealth advice trump any non cancellation notice by companies?

I recently have started the Section 75 process in regard to a trip to Peru in April.
We currently have one international flight and one internal flight in Peru. We have been trying to search to have the confirmation that the flights were cancelled on the airlines websites. I believe they seem to have that information for about 7-10 days after the flight only. Is there a website or someway of obtaining that data for the dates we were supposed to travel?
The international flight was via Spain, at the time Peru and Spain were the 2 countries in particular that were in the most severe lockdowns in Europe and South America. So with following UK Foreign & Commonwealth Office advice of not travelling and in particular Perus military lockdown we kept those statements as proof of not being able to travel and never issued a note of cancellation.
We also had a booked excursion in Peru and this again was during the governments military lockdown hence again no cancellation has been offered but surely emergency government legislation goes beyond a companies cancellation policy. Again it is an unknown time for all of us during this process but hope we can find some way of finding details on the flight but also note to our bank the government position at the time.
