Travel dilemma

We are due to fly to Lanzarote on the 1st July for a week as a package deal with On the Beach and the carrier is Ryanair, we have been informed that currently the holiday is still going ahead, for obvious reasons we not want to travel and there is a balance of £986.00 left to pay current the FCO advises is only essential travel advised if this stays the same until 1st July then the holiday will be cancelled and we will gt a refund, if it changes we will lose our money as we do not want to travel the options we have been given are pay the balance and thereby rely on FCO advice not changing, Pay another £880.00 move the holiday to next year together with the £986.00 balance which we cannot afford or not pay the balance and loose the £1000.00 already paid.
Is it likely the FCO advise will change between now and the 1st July ?

I fear the answer may be yes FCO advice will change but only for a limited number of countries. It appears our PM is going to announce the opening of the UK domestic travel industry this afternoon and the quarantine rules which would stop any sensible person travelling have to be reviewed before 29th June. Spain is likely to be the first country on the FCO 'its OK to travel list' as they are keen to have us back so there is a real danger of loss here, and the longer you leave it to cancel the higher the cancellation charges, a quick look at OTB booking conditions suggests you need to go into 'my booking' on their website to see how high the cancellation charges could be0
