No. It's measured from the floor it's on not the neighbours floor.When you say he's built it against the wall, do you mean it's spearate from the wall or he's formed one of his shed walls from your wall?Non me fac calcitrare tuum culi0

The ‘PD rules’ for ‘outbuildings’ state if it is to be located within 2m of a boundary, it should not exceed 2.5m above ground level. This level is taken from to which the outbuilding sits on. If an outbuilding exceeds this height, then it is not considered to be PD and would require a formal Planning application.
What are your issues with this shed, assuming you do have issues with it?0
