Cred Card Refund Delays

I have waited 75 days for a refund for my cancelled cruise - refund confirmations have come through including showing those going to PayPal. PayPal account now shows refunds have been made to the Credit Card attached to my account, however my credit card statement online shows neither the refunds direct to the credit card or the ones from PayPal. Having spoken to my high street bank whom the credit card is with, I need to wait 15 days to see if the credits appear, and if they don’t then apply to the Disputes team who will get back to me within 45 days. Why does this take so long? I can see the PayPal credits going out of my account so I know they are with the bank.

It's unlikely to take that long.  They're just telling you that they won't prioritise chasing it up unless it really has gone astray, which would likely be the case after 15 days.

Seeing transactions going out has zero guarantee they went out, it's all just text on a screen. But it probably went out, it's probably gone astray somewhere (especially if you've had a new credit card since you made the original payment).
They've never had to deal with so many refunds and so they will also never had to deal with so many refunds going wrong & ramping up the capacity to deal with that would only be an added cost to them. It will sort itself out in time, just keep a look out and call them back as soon as they say. I would ask them to explain exactly why it took so long and make a complaint, some banks will offer compensation.
