PayPal eBay chargeback scam. PayPal helping scammers

I have lost £635 and I do not know where to turn to because Paypal will not help
I sold an iphone on ebay for £635 on 30th April 2020 which I posted to the buyer. A few days later the buyer opened a papal claim that the phone was not as described (obviously not true) but paypal asked the buyer to return the phone. The buyer provided a tracking number to Paypal as proof of postage, however I did not receive the phone. I went to the Royal mail sorting office and spoke to the manager who gave me a paper copy from the Tracking enquiry system which clearly states that the tracking number was for an item that was requested to be delivered to a postcode 12 miles from where I lived but serviced by the same delivery office.
According to paypal, the tracking slip that the buyer provided had my postcode which I’m sure has been doctored or photoshoped
Despite providing Paypal with the tracking slip from Royal mail and asking them the dispute handler to review the information,Paypal didn't.
I contacted Royal Mail customer services and spoke to a customer services who even sent an email to me copying PayPal to stating the the tracking number provided was for an item sent and delivered to a different address rather than mine yet PayPal turned down my appeal. I have asked PayPal to contact customer services at Royal Mail to ascertain the truth but they won’t. They are more interested in sending generic responses and I can’t speak to anyone.
My Paypal account is now in arrears of £635 and the buyer has walked away with a free phone and would likely do this again. I am so frustrated because this is a substantial amount of money which I can not afford to pay in these current circumstances. I need help

To many unsubstantiated facts to take to a court .< phone was not as described (obviously not true)> Evidence ??<the tracking slip that the buyer provided had my postcode which I’m sure has been doctored or photoshoped >Again you have no evidence .

At the moment as your Paypal account is in the red you can't take Paypal to court, it's the other way around if they want their funds back from you.In the game of chess you can never let your adversary see your pieces0 -

Have you considered telling the purchaser that you will have the IMEI blacklisted?
Have you told the purchaser that you are reporting this to the Police

This is a well known scam. Often they use business addresses as theres more chance of folks just signing for items.
You need to keep pushing and try and get to someone on the phone at Paypal
