Expedia flybe holiday July

We have just been talking with Expedia regarding our holiday booking to Jersey on 16th July. We booked for a specific event which has been cancelled due to covid-19, my husband is a type 1 diabetic in the at risk category and is advised not to travel.
We booked a package deal flying with Expedia, flying with Flybe, which is obviously now no longer trading, but have now been informed Blue Islands is flying us and flights are still travelling from Nottingham airport.
Jersey government has issued the following advice -
Travel across the border is restricted to necessary travel only and you must have prior authorisation to visit, and fall into one of the specific categories, which we don't.
So even if we get to the airport we might not be allowed on the flight and if we do get on the flight we won't be allowed across the border anyway. If we don't turn up then we forfeit our holiday, so we really are stuck.
We have contacted the hotel to see if they are actually open for business across our travel dates, as if they're not then we won't have anywhere to stay and could go back to Expedia saying they aren't able to provide the service we've paid for. (we're really hoping, everything crossed, that they say they won't be open.)
I'm not really sure what i'm asking here, I'm just trying to unpick this so we can try and get our money back.
We are requesting a section 75 claim form from the credit card company and writing to them but are worried we've left it too late. We thought we would try Expedia first to see if they might change the booking, but they're saying its non refundable and non changeable, and we haven't been able to get hold of them, and they say if you're not travelling within the next 2 weeks please call back later anyway. Does anyone know how long it takes to go through a credit card company for a claim for refund?

What you are entitled too will depend of the rules at the time of your holiday

On what grounds are you currently requesting a Section 75 claim? I fear that at the moment it might not be successful, as nobody has actually failed to provide anything.
As you've booked a package you do have rights in the event that Expedia can't provide one or all elements of the package. But that might not be the case right now. Personally I would say it's unlikely (but not impossible) that the holiday will go ahead. Blue Islands aren't showing any flights available from EMA in July. They are currently operating a skeleton service for essential travel only, in line with the Jersey Government restrictions you quoted.
It may just be a case of either the airline or hotel formally cancelling your booking with Expedia. Once that happens you will be entitled to a refund for the package. You just need to sit and wait for now, monitor the airline's website and the Jersey Gov travel restrictions.
If Jersey lift the travel restrictions, the airline start flying, and the hotel is open then you would have no automatic right to cancel. It would become a travel insurance issue, if your husband was still being advised not to travel.0
