Car Insurance cooling off period terms - cancellation fee confusion

I am confused about the statutory 14 day cooling off period for car insurance we are looking at purchasing.
"Online" on their website it reads:
  • If you cancel before your policy start date you'll receive a full refund.
  • Cancel within 14 days from your policy start date you'll be charged a £25 (plus Insurance Premium Tax where applicable) cancellation fee as well as a pro-rata fee for the time you've been covered.
  • Cancel more than 14 days from your policy start date you'll be charged a £50 (plus Insurance Premium Tax where applicable) cancellation fee as well as a pro-rata fee for the time you've been covered.
  • For more details on our cancellation terms and conditions please refer to the 'General Conditions' section of your policy document.
On the "Car Insurance Policy Document" it reads:
You have a statutory right to cancel your policy within 14 day from the day of purchase etc...
If you want to cancel and the cover hasn't started yet you will be entitled to a full refund of the premium paid.
OR if you wish to cancel and the cover has already started there will be a £25 administration fee and plus insurance premium tax where applicable.

THIS SUGGESTS TO ME THERE IS "NO ADMINISTRATION FEE" FOR CANCELLING WITHIN THE STATUTORY COOLING OFF PERIOD or am I incorrect?

HOWEVER:
The Insurance Product Information Document reads this:
If you cancel you policy within 14 days of purchase or renewal we will refund you any money paid - providing the  cover hasn't started yet - but will charge you a £25 administration fee!

Needless to say I am confused and their call center is closed to ask anyone and we need to make the purchase today ideally. Should I trust what the Policy Document and their website says or the somehow random Product Information Document?

    If you need to buy it today I presume you mean you also want it to start today? In which case there would be at least a £25 fee for cancellation.

    @davidmcn Thank you for your reply. No it wouldn't start until July, so we would have the 14 days before policy start date. Sorry I didn't make that clear...

    I have been having an ongoing row with One Call Insurance . I took out a policy with them on Sunday 26th July 2020 and tried to cancel it on Thursday 30th July 2020 ( Only 4 days so we within my cooling off period ) However they are still going to charge me a £49.99 admin fee for cancelling. So in effect there is no cooling off fee. The staff on their Live Chat lines have been downright rude and in some cases pretty aggressive. I am stuck in this policy now as I can't afford to lose £49.99 pluss going by the staff's attitude I am dreading having to use them in event of a breakdown

     So in effect there is no cooling off fee.

    Fees are allowed to be charged for administration if you cancel within the cancellation rights period.

    The middle bullet is poorly worded and only makes sense in context of the first... cancel pre inception is free, cancel post inception within the cooling off period is £25 and cancel later and it’s £50. Post inception you also pay for the time on cover
