road works been done with noisy petrol drills at rest hours

So for the 7th time in 3 years severn trent are doing road works across the road.  In the exact same spot.

The other 6 times were started at 10pm at weekends and the 6th time they got sent away by residents, the 6th time we blocked their access, the police sympathised with us and they were moved on. (the reason was they couldnt prove it was emergency work, the police had the view they couldnt permit non emergency work at those hours).

This time they back yet again, same spot, but in the day time, however a weekend.

We only had one request, do it daytime hours on a weekday, with max 2 hours drilling per day so spread it out.

The council sent everyone a letter this time saying traffic takes priority over noise pollution concerns, and to them weekday daytime is unacceptable, the council was asked why a driver been inconvenienced for maybe 10 mins on their journey was more important than residents been listening to drills for 8+ hours each day.  At this point the council refused to talk further..

As I understand it though there is no legal avenue to move these guys on?

Also is it normal for water works to be done in same spot on average once every 5 months?

    They will probably be patching a problem which requires significant investment and disruption to rectify properly.

    Direct action by residents and a call to the local paper and MP before you do it can sometimes embarrass the CEO to spend money on a proper job,

    Are you in a Streetworks Permit Authority, if they have required to apply for a Permit, there will be controlsset by the Council of how long, how the work is done and at what times, might be handy to see if they're in breach of any of the conditions of the Permit.

    I think your upset with them starting work at 10pm is entirely reasonable and I can understand why the police sided with you. However your latest request is far less reasonable to be honest. You really have no right to dictate to them weekday work only (within daytime hours) and telling them to only work 2 hours a day is completely unrealistic. I suspect if you block the road again to prevent their access you might find yourself in legal bother.

    I also suspect you’re being far less reasonable this time than you might have been in the past due to the previous incidences. However if you adjust your expectations and speak to the council you may find they’d be more receptive.

    While there will be rules as to what they can and can’t do at certain times I doubt this’ll go as far as you might hope. It’s unlikely to specify no weekend work for example.

    Would you chase water board/electric company maintenance crews if your supply was interrupted and needed emergency repairs , i doubt it

    But the neighbours 2 doors down may want them working at the weekend and not in the weekdays where they
    are trying to sleep after a long nightshift.

    Guy over the road told them they can only work on Feb 29th and only when the 29th coincides with their day off.

    Had to call them once to report no water, guy answered the phone quickly and said emergency repairs were
    being done around the corner, this was  well past midnight. He asked if it was a problem and did i need to
    wash/shower for work etc. I said no just went to the loo and noticed it didnt refill after flushing.

    Quite handy that they work unsociable hours.

    Careful, you're not pandering to the OP's agenda so must work for the water board!
